Just over two years ago, the starting signal was given for the “Integrated Security Pilot Region” (INSPIRE). The aim of the project is to integrate various individual solutions in civil security and to demonstrate them in a pilot operation in Paderborn. The pilot operation should enable transferability to other regions. INSPIRE is being funded by the Ministry of Economic Affairs, Innovation, Digitalization and Energy of the state of North Rhine-Westphalia as part of the digital model region Ostwestfalen-Lippe with around 1.5 million euros over a period of three years.
With the networking of the subprojects Smart Home/Building, person flow measurement, drones and social media, the project has come a big step closer to this goal with the 3rd milestone. On Friday, September 24, 2021, the project coordinator safety innovation center e.V. met with the partners Symcon GmbH, RTB GmbH, Condor Multicopter & Drones GmbH, the C.I.K. department of the University of Paderborn as well as the fire department of the city of Paderborn and the control center of the district of Paderborn at the AStA city campus. In addition to the results achieved by the project so far, particular attention was paid to the networking of the technologies.
On the following day, the INSPIRE subprojects became visible in a real lab under the motto “Padertopia City” at several locations in Paderborn. Padertopia City represents a fictional city in which emergency response organizations are supported by the INSPIRE.app. The first location of the event was at the Fire Station North. In a defined area in the surroundings of the station, the next step for the automatic drone flight to an emergency scene was tested. In doing so, the flight route was calculated after alerting the drone to use the fastest possible route to the scene of the incident while taking restricted areas into account.
From the North Fire Station, the technologies of the People Flow Measurement and Social Media subprojects were taken to the stadium of SC Paderborn 07. Before the start of the soccer match against Holstein Kiel, the Benteler Arena was equipped with people flow measurement sensors, which made it possible to analyze movement patterns of people in a block and a passageway area. In doing so, critical situations such as crowding can be detected at an early stage and countermeasures can be initiated.
At the same time, the social networks were filtered for relevant information, posts were analyzed and presented to the emergency forces in bundled form to complete the picture of the situation.
Already on May 26, an exercise was conducted with all project partners and the Paderborn Fire Department at Smart Home Paderborn e.V.. During this exercise, the Smart Home/Building subproject investigated the automatic alarming of a house inhabitant and the support of the emergency services by a Smart Home, for example, when opening the door and finding a missing person.
In addition to full networking, the third year of the project will focus on pilot operation, which is to be established as a permanent operation at the Paderborn Fire Department. In this context, the INSPIRE.app will be made available to the fire department’s executives step by step. In parallel, further exercises for practical testing are being planned.
